TOP® is based in Detroit, Michigan and has provided services for prison aftercare organizations all over the world.

TOP® has offered training and consulting services in the area of prison aftercare since 1994. They have provided a valuable service to various kinds of ministries in addition to government agencies in 18 cities (representing 15 states) across the United States. TOP® has also provided consultation to ministries in foreign countries such as Trinidad-Tobago, Australia and New Zealand.
