In the Winter 2008/09 and Spring 2009 editions of the CAPA "Connections" newsletter, an announcement was made regarding the awarding of a $5,000 special award to be given to an individual or organization that has demonstrated exceptional or outstanding work in the effort to improve outcomes for persons being released from jail or prison. This announcement identified targeted areas where activity and results would need to be realized, and also contained instructions for the submission of applications, and the requirement for response to at lease three of the target areas.
 
In retrospect, we believe that CAPA, in its desire to pursue excellence, set the bar too high, and made the process too complicated, making the successful submission of an application almost impossible for those we serve.  CAPA only received one application which did not meet the criteria, so we are re-evaluating the process and criteria to make it more feasible so that we have a competitive award process.
 
In recognition of the problematic results of this initial effort, CAPA has determined that it will postpone the awarding of this special prize for one year, and re-evaluate and modify the criteria and submission process. The new, more realistic criteria and process will be re-issued to CAPA members in the Fall 2009 newsletter, and awarded at the CAPA annual conference in 2010.  Please forgive us for our insensitivity in this instance and know that our sincere desire is to encourage and support you as you serve those that God brings into our lives.
